I'd think that once your website's profile is raised in Portugal SPEA/BirdLife would send you any updates to the list(s) in spreadsheet format. I'm just guessing, but certainly they have them in XLS and certainly they'd (we'd, I'm a member too) find it pursuant to their interests to disseminate such lists as widely as possible.
Lists for the Azores islands and for the Madeira islands are usually handled separately from Mainland Portugal by SPEA/BirdLife, but we can look into that some other time perhaps.
So, do get on with the lists  because I've a feature list like a train of Gannets passing through our shores in Spring! The list was the leading adult

Once we have a list online it's not too much effort for us to add new species when they are required. With so many different authorities though it's difficult for us to keep tabs on the latest versions. Generally we rely on users to notify us when they are aware of a change to an authority list they use. This also enables us to add 'provisional' species ahead of official acceptance by the authorities. This is great for most listers, although does mean we have to be unpopular occasionally by removing records if they are subsequently rejected!

I made a start at converting your Portugal base list for BUBO, but could I ask you to check a few queries for us please? There are a number of species present in both the main list and in the rarity list, i.e.
Anthus cervinus
Anthus petrosus
Apus caffer
Branta bernicla
Fulica cristata
Gavia immer
Gavia stellata
Larus argentatus
Larus sabini
Oceanodroma castro
Phalaropus lobatus
Porzana pusilla
Pterocles alchata
Sterna dougallii
For these, could you clarify whether they should be flagged as rare or not? (If we do flag them as rare, then listers will need to enter a date and location).
The other awkward job for me to do then is to merge the two lists in such a way that they are ordered taxonomically (e.g. merge the rare ducks appropriately in amongst the common ducks).

Just to help a litle, all the species are rarities except Oceanodroma castro this species is a scarce breeder but not a true rarity, the status of Pterocles alchata is also not clear to me, is a very rare breeder but...

It looks like I should probably flag all of those as rare - it just means that Portugal listers will have to provide a date and location for those species.
Good point about the introduced species. Common Waxbill is on the SPEA list, but the others are not. So, should we include them or not? I suggest that I add them as "pending" species for now, which means they are not on the official base-list but we think they probably will be soon. Does that sound like a reasonable solution?

Regarding the introduced species it´s a solution, the problem it Spea is that they don't really like the introduced species, i think they just don't want to recognised that this species will be in Portugal for the foreseeable future.
Another problem that i detect is the omission of Anthus richardi from the Spea list, this species was a rarity in Portugal, but now is a rare passage migrant or a "winter bird", apparently wen it stop to be considered a rarity Spea forgot to put the bird in the regular list, so the bird is stuck in limbo...

At long last, I've made the changes to the Portugal list for BUBO Listing as you requested. I'm sorry it has taken so long to do this - I guess a new update will probably be here before very long?!

A new update will be published next year, some new species ill be included and I hope that some of the species under consideration (some of them are under considerations since the beginning of the Portuguese rarity committee) will be accepted or rejected.
The link was removed it the site restructuration (and unfortunately I dint save the original pdf after I converted to xls), instead they placed a link to the sites Aves de Portugal, that have the complete list, but not in a useable manner, the link is only available in the Portuguese version of the Spea site.
